A 3S LiPo, with its higher nominal voltage, will make an RC car run faster compared to a 2S LiPo. Capacity (mAh) and Runtime:

Apart from voltage, another important factor is the capacity of the LiPo battery, usually measured in milliampere-hours (mAh). The capacity determines how long the battery can provide power before needing to be recharged. While voltage influences speed, capacity affects runtime. A higher capacity battery generally results in a longer runtime.
